Goals and standards structure
The overall aim of Federal standardization is to protect the interests of consumers and the state itself on the quality of services provided. Security (social) function of standardization is to ensure the safety of consumers during getting services in their direct implementation.
The Russian system of standardization in the NSSS field consists of two interrelated elements: National standards for service (GOST R) and professional standards for employee qualification. This approach is unique to the global safety market – there are no such solutions on the world security market either. International standardization systems, such like a ISO and the rest, have no analogues to the Russian approach, which is built on the centuries-old professional traditions of state security bodies.
The National Counsel under the President of the Russian Federation for the development of qualifications (The NCDQ) is the highest federal body for coordinating activities in the field of qualifications of workers and employees.
According to current law, The Counsel for professional qualifications in the non-state security sphere (The CPQ NSSS) was established on August 22, 2018 in the structure of The NCDQ for the implementation of state policy in private (non-government) security field of the state economic activity as non-commercial organization.
Independent assessment of qualifications
The CPQ NSSS specialists develop and form professional standards to conduct an independent assessment of qualifications (IAQ) procedure. The standards also provide a theoretical basis for educational training programs of vocational training.
IAQ is the key point of federal standardization policy.
In accordance with the current labor legislation, the employment contract, which is concluded with the employee, must contain certain qualification and description of labor actions. Description of the set of labor actions and labor functions is an integral part of the professional standard. Thus, according to the current legislation, the employee must meet/match the requirements of the professional standard, which is advisory in nature.
In order to check the compliance of the employee with the requirements of the professional standard, The CPQ NSSS is authorized to organize and carry out the IAQ procedure in the sphere of its responsibility – private security. In accordance with the professional understanding of the processes of security and protection, private security activity primarily includes services that are provided by armed employees, permitted by current legislation.
The IAQ procedure is carried out by The CPQ NSSS authorized qualifications assessment centers (QAC) on a commercial basis. This is a form of state-public partnership.
Private sentinels and bodyguards have the right along with physical force, to use service firearms (9mm. IZ-71 pistol) and a set of special means.
Based on the legal forms and methods of providing security services, the developer of the standard forms a set of evaluation tools for the IAQ exam.
Thus, for the “Bodyguard” qualification applicant the IAQ exam has four of the qualifying stages:
- Shooting (two practical exercises, timing & accuracy limits)
- SQB (demonstration of pre-set (kata) of 24 practical techniques, timing & accuracy limits)
- First aid (wound management & RSP practical demonstration, timing & accuracy limits)
- Theoretical test (computer network solution : 45 minutes for 40 questions – depends on required qualification )
To obtain a qualification certificate, an applicant must score a set number of points.
According to the positive results of the IAQ, the QAC issues a qualification certificate and the applicant is entered in the profile state register of qualified specialists. Thus, it does not matter where the applicant was graduated or trained; it is crucial if he successfully passed the qualification procedure.
In the sphere of responsibility of The CPQ NSSS at the current time are 12 qualifications:
- “Security sentinel” (unarmed self-employed security personnel)
- “Security guard”
- “Senior guard”
- “Cash collector”
- “Cash collector-driver”
- “Senior collector”
- “Bodyguard”
- “Bodyguard driver”
- “Bodyguard-attached”
- “Head of the security division (company)”
- “Head of the cash collection division”
- “Head of the personal security division”
Private security education and training is provided by non-state educational institutions (schools) under programs, approved by the Ministry of education. These programs must meet professional standards. The CPQ NSSS has the right to certify the most appropriate educational programs to obtain a competitive advantage of their owners in the market of education and training.
The CPQ NSSS provide one-day certification event for non-residents of Russian Federation. Proper certificate is provided without registration in federal registry.
